    Food and Drug Administration Urges Public to Avoid Health Products Contaminated by Floodwaters

    The FDA issued a reminder to consumers, cautioning against purchasing or using health products that have been compromised due to submersion in floodwaters.

    The advisory comes after widespread flooding and extended power outages in the National Capital Region (NCR) and nearby regions. This was brought upon by the Super Typhoon Carina and the intensified southwest monsoon, locally known as habagat.

    Flooding’s Impact on Health Products

    The severe flooding and prolonged power disruptions from the recent calamities have wreaked havoc across the affected regions. It has submerged numerous factories, warehouses, and establishments. These include facilities involved in the manufacturing, processing, packaging, and storage of health products, such as drugstores and retail outlets. As a result, the FDA has raised concerns about the safety and efficacy of these products. They warn that the quality of food products has likely been compromised.

    In its public advisory, the FDA underscored the dangers of using health products exposed to floodwaters. “The quality, safety, efficacy, and purity of such health products have already been compromised,” the FDA stated, urging consumers to exercise caution.

    Implementation of Department Circular 

    To address this issue, the FDA has called for the strict implementation of Department Circular 2012-014, titled “Disposition of Flood-Affected Health Products.” This directive aims to protect public health by ensuring that compromised health products do not reach consumers. Additionally, it mandates the proper disposal of health products affected by floods, emphasising that these should not be offered for sale or resale.

    “This warns establishments and the public about health products that were submerged or affected by floods and are now being offered for sale or resale,” the FDA stated. The agency stressed that the potential risks of using these products are significant. Therefore, consumers should remain vigilant to avoid adverse health effects.

    Advice for Consumers and Establishments

    The FDA has advised individuals who may have inadvertently consumed affected health products to seek medical advice immediately, especially if they experience symptoms of illness. The potential health risks posed by these compromised products include bacterial contamination, chemical degradation, and loss of efficacy. All of which can have serious implications for consumer health.

    Drugstores, retail stores, and distributors have also been urged to take immediate action to prevent the sale of flood-affected products. The FDA’s advisory instructs these establishments to remove such products from their shelves and return them to their sources. Within one week of following these instructions, they should submit a detailed report to the FDA. This report should include information about the affected products. It should also include measures taken to ensure they are not sold to consumers.

    Monitoring and Enforcement

    To further safeguard public health, the FDA has also instructed its food-drug regulation officers to conduct thorough inspections of establishments in the affected areas. These officers are tasked with identifying facilities compromised by floodwaters. They must also ensure that damaged or affected health products are seized and disposed of.

    The FDA’s proactive approach aims to prevent any flood-compromised products from reaching consumers, thereby averting potential health crises. The agency’s efforts are focused on maintaining the integrity of the health product supply chain.

As the situation evolves, the agency remains committed to safeguarding public health and ensuring that only safe, effective, and high-quality products are available.
